Australian Phone Number validation; various enhancements

The Australian Phone Number validation logic has been enhanced as follows:

• Mobile Phone Numbers
• Begin with 04 or 05
• Must be 10 digits (including 04 or 05)
• Landline (Geographic) Phone Numbers
• Begin with 02, 03, 07, 08
• Must be 8 digits (excluding area code)
• Local Rate Phone Numbers
• Begin with 13 or 1300
• Must be 6 digits (including 13) or 8 or 10 digits (including 1300)
• Freecall Phone Numbers
• Begin with 180 or 1800
• Must be 7 digits (including 180) or 10 digits (including 1800)
• Premium Phone Numbers
• Begin with 19 (except 1998)
• Must be 6 digits (including 19) or 8 or 10 digits (including 19xx)

All other Phone Number report a warning message "This Phone Number does not look like a valid Australian Phone Number. Please check the Phone Number is correct.".
