Code Snippets; Added option to specify alternate folder

A new option to specify an alternate folder for Code Snippets has been added.

To change this, go to Global Settings, Developer group, General page and under "Code Snippet options." ensure that "Snippet files are located in the User's Templates folder?" is unchecked and then specify the "Alternate Folder".
