Workflows; "Allocate to User" Workflow Item Type now supports clearing the current User

The Workflow Item Type "Allocate to User" has been enhanced to allow clearing of an existing Allocated User. This is configured at the Workflow Type level, and instead of allocating to the User's Supervisor, or specifying a specific User, an option to clear is now available.

This is supported in both Version 1 & 2 Workflow Types.
