Monitor Category Changes; new option to audit changes

An option has been added to audit Account Monitor Category Changes.

This is found under Global Settings, Auditing group, Accounts page.

Note; the default is to not audit changes - as there is overhead in auditing this information. Monitor changes are always stored in the AccountHistory table.
