Payment Transfer; Date Cleared is now transferred to the new Account

When completing an Account Payment Transfer from one Account to another the Date Cleared is not transferred to the new Account.

The Bank Transaction is reversed and a corresponding Account Transaction is created for the original Account and a Account Transaction is created for the to Account. Previously only Bank Transactions supported a "Date Cleared", therefore the Date Cleared is not transferred to the To Account as it creates a non-Bank Account Transaction.

This change means that non-Bank Account Transactions now support a Date Cleared and therefore the Date Cleared is transferred to the new Account.

The Account Payment Transfer wizard no longer warns the User "WARNING: The Payment has not yet been cleared at the Bank. Proceeding with the Transfer will lose the uncleared Funds status of this Payment." as this is no longer the case.
