Script Editor; Commenting out Template Text may fail with an unhandled exception error

When pressing the comment button on a blank (i.e. no code present) Template Text page in the Script Editor, the following error can occur "An unhandled exception has occurred. Argument 'Start' must be greater than 0 or equal to -1.".
