External Parties; new option to only show related Accounts in dropdowns

A new option has been added to External Parties to only show related Accounts in Disbursement, Commission and Securitisation dropdowns.

The new option has been added under Tools, Global Settings, External Parties group, General page under "Other options". If checked, Disbursement, Commission and Securitisation Account dropdowns in the External Parties form will only include Accounts where the External Party Client is an owner Client listed on the Account.

NOTE: The default is checked, so is a change in the existing behaviour.
