Ensure Web User Id doesn't match the Client Id of any other Client
A Client's Web User Id can no longer match the Client Id of a different Client.
E.g., if the Web User Id is set to "C100002" and a Client with this Client Id exists, the save will fail.
Conversely, if the Client Id is updated to "C100003" and a different Client has a Web User Id that matches this, the save will also fail.
The New Client wizard will now check that the Code entered on the first page does not match an existing code OR an existing Web User Id.
