HTML Widgets; Account Financial; Account Types where Flat Rate Interest is being used incorrectly allows Regular Payment entry

The entry of the regular payment is not allowed where the Account Type is configured as Interest is calculated at a Flat Rate. The Account Financial control, however, was not enforcing this in the New Account wizard.

This has been fixed, and now where this option is checked in the New Account wizard the Regular Payment cannot be entered.
