HTML Widgets; Parameters Host control; "Number" and "Number Range" Parameters not respecting Mandatory Parameter Set flags

If Number or Number Range Parameters in a Parameter Set were flagged as mandatory, the HTML Widget Parameters Host control was ignoring the mandatory flag and allowing the controls to be left empty.

This was incorrect, and now the Number and Number Range controls respect the mandatory setting on the Parameter in the Parameter Set.
