HTML Widgets; New Account wizard; Financial control incorrectly displaying Start-up Interest Base Rate in some scenarios

The Start-up Interest "Base Rate" field could incorrectly show in some scenarios. For example, if running the New Account wizard and setting up a Deposit Account, the field would incorrectly display.

This has been fixed, and now the Base Rate field is only displayed for supported Account Types.
