Account Logs; various changes

The following changes have been made to Account Logs:

• Account Log form
• May show the Fee page even if no fee charged and the page shown is blank

• Business Layer finAccountLog changes:
• Enhanced error message in Save to be more specific if ChargeFee property is True
• The ChargeFee property tells finPOWER Connect to charge the fee when the Log is saved - i.e. immediately
• For a non-Document Log, you can only charge the fee when it is first saved
• For a Document Log this is invalid - you cannot charge the fee when saved, only when published. Note, you can change the Fee value property
• Updated comments on ChargeFee property to be more explicit
