Task Manager Folder; Workflows Filter folder; Default for "Last Updated To" is 0 but should be 9999

The Clear() method of business layer finTaskManagerFolder object was incorrectly setting the WorkflowLastUpdatedTo to 0 when it should have been 9999 (indicating that no value has been entered).

This could be seen in the Task Manager Folder wizard, Workflow Filters page. When setting the "Filter By" to Hours or Days, the "to" field displayed 0 when it should have been blank.
