finTransactionTypes.GetDataViewFilter_AccountClose() Function added

A new DataView filter is available on finTransactionTypes:

Public Function GetDataViewFilter_AccountClose(elementType As isefinElementType, accountTypePk As Integer) As String

This is also now used in the Account Close wizard and HTML Widget to determine which Transaction Types are applicable when closing an Account based upon the Element Type and Account Type.
