Code Snippets; added option to locate in User's Template folder

Code Snippets were always located in the sub folder "templates\snippets" of the local User's installation folder.

There is now an option to locate them in the User's Templates folder (sub-folder "snippets"). This means all Users can access the same set of templates in one common folder.

To change this, go to Global Settings, Developer group, General page and under "Code Snippet options." check "Snippet files are located in the User's Templates folder?".
