Business Layer; New method to get a list of icons; finAccountTypeFunctions.GetIconList()

A new finAccountTypeFunctions.GetIconList() method has been added.

This returns an ISList object contain Icon resource Ids available to Account Types based on license options.

Previously the list displayed on the General page of the Account Types form could not be generated from the business layer.
