HTML Viewer form and WebView2 control; Application Shortcuts which launch HTML Widgets will now launch in WebView2 if configured

Previously, if an HTML Widget Application Shortcut was executed, and the database was configured to use WebView2 (where applicable), the HTML Widget was being opened in the existing Internet Explorer based Web View.

This has been updated, and now whenever any HTML Widget Application Shortcut is run within finPOWER Connect Desktop and WebView2 is configured for use, then the WebView2 HTML Widget viewer will be used.

This is especially important for HTML Widgets such as the Document Create wizard, where the HTML editing features for emails only work correctly under WebView2.
