Portals; CSS, HTML and LESS resources now display a function explorer containing CSS remarks if they are in a certain format

CSS, HTML and LESS Portal Resources now display a function explorer to the right of their editor on the IDE page.

The explorer displays remarks (comments) contained in the CSS code if it is multi-line and matches the following format:
