HTML Widgets; widget.UI.DBCombo control; Shows red exclamation mark when not limited to list

The HTML Widget widget.UI.DBCombo control was showing a red exclamation mark to the right even when the control was configured with 'limitToList = false'.

This could be seen on certain HTML Widgets such as the new SMS Message wizard.

It also occurred within finPOWER Connect Cloud in both widgets and other forms such as the Send Document wizard (e.g., when entering a phone number not in the list for an SMS Document).
