New Account wizard; Promotion field not working correctly

In the New Account wizard the Account Type Promotion field was not working as expected.

It was not immediately updating when the Account Type changes. This meant it would likely be as for the previous Account Type that was selected, or the first time the page is visited, as if there was no Account Type.
