ISPhoneNumberDetails2; added new property IsMobile

A new property "IsMobile" has been added to the ISPhoneNumberDetails2 object.

This is a tristate "iseTriState" property with the following meaning:

• True
• The Phone Number is a Mobile Phone number
• False
• The Phone Number is not a Mobile Phone number
• None
• Cannot be determined.

Note, this is determined using the following rules:

• Australia
• The Phone Number is a mobile phone number if it begins with 04 or 05.
• The Phone Number is not a mobile phone number if it begins with 01, 02, 03, 06, 07, 08 or 09.
• New Zealand
• The Phone Number is a mobile phone number if it begins with 02.
• The Phone Number is not a mobile phone number if it begins with 01, 03, 04, 05, 06, 07, 08 or 09.
• Other Countries
• Always return None.
