Bank Transactions; Payment Details can now be edited where Account is Closed

Previously the Payment Details of a Bank Transaction could only be amended if the Account is "Open". This meant that when a Deposit was closed, if the Bank Account details where incorrect and the maturity was paid by Direct Credit, it was difficult to fix and re-export the Bank file.

Now the Payment Details can be edited whilst the Account is Open, Closed (Pending) and within 30 days of the Account being Closed.

Note, there are other reasons why Bank Details can't be edited, for example you must have "Banking.BankTransactionEdit" permissions (it is denied by default).
