Business layer; ClientFunctions.CreateWebMailFromClient() does not set Action Date or Owner User

The business layer function ClientFunctions.CreateWebMailFromClient() has been updated to set the Action Date to immediate and also the Owner User to the Client Manager User.

It also allows the Log Severity to be specified and, if a parent log is involved, this is inherited from the parent if unspecified.
