New Zealand High-Cost Consumer Credit Contract; add function to return a list of warnings for an Account

A new function, finAccount.GetWarningsConsumerRegulations_NZ_HighCostConsumerCreditContract, has been added to return a list of warnings for a NZ Consumer Credit Account.

Warnings include:

• Highest Interest Rate is below 50% (threshold for a High Cost Consumer Credit Contract)
• Interest is Compounded
• Comparison Rate is not NZ Rate of Charge or could be calculated, or too high
• Maximum Cost of Borrowing exceeded
• Default Fee limit exceeded (if Account Type limits)
• Database totals do not match Transactions
• More than 2 High-Cost Loans in last 90 days, or any future dated
• Related Consumer Credit Contract found, meaning the First Advance will be inaccurate
