Portals; PORTAL_CONFIG; widget.RefreshParent() is not refreshing the Portal form

When the special Portal Configuration page (PORTAL_CONFIG) called the widget.RefreshParent() method, the Portal form was not being refreshed to show any updates.

The Portal Configuration page is now shown as a Modal form and the Portal form refreshed automatically when it is closed.
