Collections; enhanced "Out of Range" exception message to include Key

Various Business Layer functions will now provide more information if an IndexOurOfRangeException occurs.

Instead of a simple message "Key does not exist in collection.", the message will be either "Key not specified." if the key is blank, or "Key '[Name]' does not exist in collection.".

This provides better information if an error does occur.
