Logs; new Permission Key to allow a User to change the Owner of a Log

To change the Owner of a Log, you must be either:

• An Administrator User
• The User who originally created the Log
• The current Owner of the Log

To allow other Users the ability to amend the Owner of a Log, new Permission Keys have been added as follows:

• Account.Logs.UpdateOwner
• AccountApp.Logs.UpdateOwner
• Client.Logs.UpdateOwner
• SecurityItem.Logs.UpdateOwner
• SecurityStmt.Logs.UpdateOwner

Note, these Permission Keys are denied by default.
