Bank Accounts; Permission Key to prevent Users from using Bank Account in UI still allowed existing Bank Entry batches to be opened

In version 3.1.0 a new Permission Key was added to Bank Accounts to prevent Users from using the Bank Account in the User Interface.

However, this was not applied to existing Bank Entry batches - so the dropdown list included existing batches for Bank Accounts the User did not have permission for.

Note, if such a Bank Entry batch was selected the Bank Account field was blanked out and the User could still continue if they selected a Bank Account they could access.
