Currency format; changed to use database country and computer's locale

The default currency character and decimal places were retrieved from the locale of the computer running on.

Note, this can be overridden in Global Settings.

So, if running on a "US" web server but the database country is "GB" you would need to use Global Settings to override it from "$" to "£".

This has been changed so the default currency character and decimal places are based upon the "Country" defined for the database.

In addition, Supported Country information now includes properties for CurrencyDecimalDigits and CurrencySymbol
