HTML Widgets; widget.DownloadFile errors if no file data returned

The widget.DownloadFile has been updated to not error if no file data is returned.

This is particularly useful when running HTML Widgets from within finPOWER Connect where sometimes it is desirable not to download a file since some files are opened automatically when published.
