HTML Widgets; MaxValue and MinValue properties added to NumberBox

MaxValue and MinValue properties have been added to the NumberBox HTML Widget controls.

Previously, these could only be set when first creating the controls by specifying the maxValue and minValue options.

These properties do not prevent values being entered into the control but, just like mandatory controls that do not have a value entered into them, validating the form will fail and focus on the control.
