Global Settings; once a database is set to Read-Only it cannot be undone

Once a database is set to Read-Only, via Global Settings, it cannot be undone.

If you uncheck the "Read-only access?" checkbox and click Apply or OK finPOWER errors with "Attempting to commit a Transaction where a nested Transaction rolled back.".
