Bank Suspense Items; new Permission Key to allow dating prior to an Entity's Transaction Begin date

Entities include an option to prevent Transactions being dated prior to a date. This is used to stop transactions being backdated into Accounting periods that have been closed off.

However, this prevents Bank Suspense Items being allocated to an Account and dated prior to this date.

When this occurs one option is to re-date the transaction to on or after the Entity Transaction Begin Date. Note, to do this you must not be denied permission "Banking.SuspenseItems.AllowRedate" (the default). However, this does not give the Client credit for when the payment was made.

Therefore, a new Permission Key has been added to allow a User to date a Bank Suspense Item prior to the Entity's Transaction Begin date. The Permission Key is "Banking.SuspenseItems.AllowPreEntityBeginDate" and is denied by default.
