Workflows; Restrictions on creating new Workflows have been split into "Workflow Type" and "Category"
A Workflow Type could be configured to "Allow multiple 'Open' Workflows of this Workflow Type?".
This behaviour actually used both the Workflow Type AND the Workflow Type's Category, i.e. if unchecked, you could not create new Workflows of the same Workfow Type or Category when there were already 'Open' Workflows.
This setting has been split into two separate settings, one for Workflow Type and the other for Category.
NOTE: The setting for "Allow multiple 'Open' Workflows of this Category?" is only checked if the Workflow Type has a Category configured.
