New Client wizard; updated to use new NZ Government NZBN API service

The New Client wizard "Company Lookup" function now uses the NZ Government NZBN API instead of the NZ Companies Office API.

Note, If this service is not available it will fall back to use the NZ Companies Office API.

Note, The NZ Companies Register API will be retired in July 2017. Therefore you need to switch to using the new NZBN services by then.
