Workflow Items can now define a Permission Key to prevent Users from manually skipping or unskipping the item.

NOTE: This is a User Interface only Permission Key check since 'skipping' items is integral to how grouped items function.

The Summary Page below the Workflow Items treeview on the Workflow Types form has been updated.
