Updating an External Party User did not invalidate core business layer for Web Services

When certain records within the finPOWER Connect database are refreshed, e.g., Users, a special "CoreSystem" entry is updated in the ISRefresh database table.

This allows Web Services to decide whether to refresh it's business layer instances to immediately reflect User changes.

However, changes to an External Party's Personell were not immediately available, e.g., changing an External User's "Manager (can veiw all other Employees' Accounts)?" option did not affect currently signed in External Users under Web Services.
