Postcodes and Addressing; Postcodes page does not list States and Cities for non-supported Countries

The Admin, Postcodes and Addressing, Postcodes page does not list States and Cities for non-supported Countries.

After selecting a Country the list of States and Cities should automatically load - but they don't unless the Country is Australia, Cook Islands, Fiji, New Zealand, Papua New Guinea or United States of America.
