Database Upgrade; Post updates for Time Zones

The performance of the Post Database upgrade for version 3.00 databases has been improved for New Zealand Time Zone.

The Post Database upgrade now adds two Audit Log records, when starting and ending the process.

Note, in addition the version 2.03 post database code was run when it was not necessary. This updated the "Date Cleared" on Account Transactions.
