User Policies; new option to make User Email addresses mandatory

A new option to enforce user email addresses as mandatory has been added to the User Policies, General page.

When set, the option will force the email to be entered on the Users and Users & Responsibilities form, as well as the New User wizard.

Note, in addition email fields are also now validated when they are changed.

There is also a new Business Layer function finBL.UserFunctions.GetUsersByEmail which returns a list of Users for a specified email address.
