Parameters; Allow Section Headings to be made invisible

Generally, when a User Interface to enter Parameters is created, Section Headings (Section Start Parameters) will not be shown unless there are other visible Parameters within that section.


Previously, the "Visible" property for "Section Start" type Parameters was unavailable. By making them available, it means thatsections can be merged simply by making a Section Start invisible.
