Conversion Utilities; added AccountAppLogCreateCreditEnquiryServiceLog function

A new function "AccountAppLogCreateCreditEnquiryServiceLog" has been added to conversion utilites.

This allows Account Application Logs, which would normally be linked to an Applicant, to be updated for a Credit Bureau Enquiry from finPOWER 5.
