Settings; moved Security Enquiry "Notify of previous report within x days of new search" User Preference to Global Settings

The User Preference "Notify of previous report within x days of new search" found under Securities group, Security Enquiry page has been moved to Global Settings, Securities, MotorWeb page.

This setting was only applicable to MotorWeb, hence the change.

Note, this setting will automatically reset to "7 days". If you have modified this for users please ensure you update the value after upgrading to version 3.0.
