Recent Actions updated to support Time Zones

Recent Actions (used to display a Recent Actions report in the Task Manager) has been updated to support Time Zones.

Behind the scenes, this now uses UTC Dates.

The Recent Actions report in Task Manager has been updated to be a Version 2 style Summary Page. Currently the Date, although now stored in UTC format is displayed as a Local date to the User.
