Time Zones; update Standard Summary Page blocks to use new Time Zone dates

Summary Page Standard Blocks have been updated to use the new Time Zone functions.

In addition the existing code used variations of "Date" and "Now" which would return the local Windows date and time - this should not be used.

Summary Pages now create a variable "DateAsAt" and assign this at the top of the code block, i.e. "DateAsAt = finBL.TimeZoneFunctions.GetCurrentDatabaseDate()".
