Task Manager updated for Time Zone support

The Task Manager always uses the local computer's Windows time, regardless of the User's configured time zone.

However, the business layer now compares against UTC dates, e.g., an Account Log's LogUtcDate rather than the (now obsoleted) Date property.

Tooltip in the Task Manager and various sub-forms have been updated to clarify this.

The Task Manager is not designed to run from Web Services or any kind of Web Interface and has NOT therefore been updated to cater for any Web Server time zone differences that may occur.
