Publish Documents wizard; Account Documents; Warning incorrectly given that Fees cannot be changed

On the Documents page of the Publish Documents wizard, if any items are included that have a blank, read-only Fee column, these will produce an incorrect warning about Fees not being able to be changed, e.g.:

WARNING: 5 Logs being published have Fees that cannot be charged.

These items were incorrectly being treated the same as Fee cells showing an exclamation mark icon (signifying that the Fee could not be changed, e.g., the Account is closed).
