Approve Disbursements; may fail with an error "One or more records has been updated in table 'AccountDisbursement' by another User"

Approving a Disbursement may fail with the following error "Failed to approve Account Disbursement '[number]'. Failed to save Account. Failed to save Account Disbursements. One or more records has been updated in table 'AccountDisbursement' by another User.".

This occurs if you try to approve a Disbursement that creates an Accounting Ledger, and the Account also has a Payout Disbursement with a Payee Type of Account.
