Standard Transactions; new Value Basis of "Percent of Regular Payment"

Standard Transactions now allow a new Value Basis of "Percent of Regular Payment" for Loan Accounts.

This allows you to setup a Fee or Payment, for example, as a percentage of the Regular Payment.
