AccountClose; added FromXmlString function

A new function FromXmlString has been added to finAccountClose.

This allows previously stored XML, from the ToXmlString function, to be loaded and interrogated.

Note, this will create a Read-Only copy of the object, i.e. you will not be able to run ExecuteCommit.
